The last known contact with James was in 2015 in Tucson, AZ as well as a border crossing that was noted in 2016 from Mexico. His last banking transaction was in 2018, from an ATM in Mazatlán, Mexico. There was a flight that James Rowe was supposed to be on in 2018, but flight reports show that the passenger was a “ no board.”
