He was in a yellow kayak later located on Okaloosa Island without James or any of his belongings. James who went by "Joseph" had his family dog with him and a waterproof camouflage print bag containing his wallet and cell phone. James was wearing a red ski vest life jacket and an olive green Columbia hat.
