Owen was at Riley Park playing when some teenagers witnessed Owen getting caught up in the flooded Deer Creek and being swept away by swift water after recent storms. Witnesses saw Owen struggling in the water and witnessed him going under the water and not resurfacing. Owen was wearing a blue sleeveless shirt with a red and white star on front and blue shorts.
