The reporting party stated that her brother, Jeffrey Keisder, picked up her two dogs on 01-22-19 and was supposed to return the dogs on the following day. When he did not return the dogs, she went to his residence and discovered that Jeffrey was missing and had taken one of the two dogs with him, leaving the other dog behind. Jeffrey also left his cell phone and appointment calendar at the residence. Jeffrey lives and stays local and has never gone missing before. He was last seen by a neighbor on 01-23-19 at approximately 1300 hours and nothing seemed unusual at the time.
