Daniel SANTIAGO was abducted with his brother, Noel (11), by their biological father, Victorio SANTIAGO, from their mother's home on Pearl Harbor. Victorio showed at the residence in violation of a Protection Order his wife was granted by the courts. Victorio and his wife got into an argument and then fled with Daniel and Noel in a rental vehicle. Victorio possibly took Daniel and Noel to the Philippines.
