On 02/10/22, at approximately 1000 hrs., Kevin J. Richter left his home near Joyce, WA after telling his girlfriend whom he lived with that he was going on a bike ride. Richter departed on a mountain bike that he owned and was last seen wearing a camouflaged sweatshirt and Carhartt jeans. The girlfriend believes that Richter also took a .45 caliber pistol that he owned with him, as she was unable to locate the pistol when she searched the home later in the day. Richter did not return from the bike ride and was reported missing at approximately 1700 hrs. on 02/10/22. On 02-11-22 at about 1051 hours, using cellular phone location information, Richter’s bicycle and cellular phone were found off of a hiking path located in a forested area between Crescent Beach Rd. and Hwy 112/Dawley Rd. (about 2.5 miles from his home). Analysis of the data on Richter’s recovered cellular phone revealed that he had been researching topics on how to survive in remote areas and the best places to disappear in. Richter has not been seen or heard from since his disappearance nearly three years ago.
