On April 4, 1988, person reporting (PR), went to visit family member, MP Nicolas Garcia, after he could not be reached by phone. PR was advised by MP's apartment management that Garcia had not been seen for approximately a month and had not picked up his mail. PR indicated that Garcia had a medical condition and his condition had been getting worse.
