MP is mildly mentally challenged and cannot function on his own. Knows how to ride the bus, but usually did so with others. Removed GPS tracking device and left group home wearing only a t-shirt in very cold weather. All possessions, including ID left behind. Wallet recovered at nearby second hand shop, but it could not be established when it was found. Bus pass was in the wallet. Extensive searches by group home staff in Seattle transient areas was unsuccessful.
